Three details let us answer with a real proposal straight away: the occasion, the number of sets, and the format or budget you have in mind. If the gifts are for a company, it also helps to say whether every set should be identical or whether you need a few tiers for different groups of recipients, and whether your logo should appear on the chocolate, the packaging, or both.
